China on Monday of January 19 described allegations that its spies stole key information on the F-35 Lightening II fighter jet as “groundless and unproven.”

Foreign Ministry spokesman Hong Lei made the remarks at a daily press briefing in response to a report in German magazine Der Spiegel, which cited documents disclosed by former U.S. intelligence contractor Edward Snowden, that Chinese cyber spies stole “huge volumes” of sensitive military information relating to the plane.

“The allegations are totally groundless and unproven,” said Hong.

China has been the victim of cyber attacks and cyber security is a common challenge of every country, Hong said.

He said it was extremely difficult to confirm the sources of cyber attacks as they usually involved several countries and were hard to backtrack.

“I don’t know what proof they hold to back up their accusations,” said Hong.

“We, on the other hand, do have documents that show a certain country has a dishonorable record on cyber security,” the spokesman said.

He called for an end to finger pointing and urged nations to fight cyber hacking together.







>>  China, U.S. joint disaster relief drill concludes

A joint humanitarian assistance and disaster relief drill by China and the United States concluded in Haikou on Sunday of January 18.

Commander of the Guangzhou Military Area Command Xu Fenlin told a press conference after the drill that personnel from the two armies conducted both indoor tabletop and practical field exercises, exchanged experience and bettered capability of conducting joint actions.

The drill laid the foundations for future joint disaster relief by the two armies and helped establish a new type of military relations for the two armies, Xu said.

Commanding General of the U.S. Army Pacific General Vincent Brooks also attended the closing ceremony.







>>  S. Korea to cooperate with China, U.S. for denuclearized peninsula

South Korea will expand cooperation with China and the United States to achieve a goal of the Korean Peninsula denuclearization, the Foreign Ministry said on Monday of January 19 in its annual report to President Park Geun-hye.

Under the principle of “opening a unification era” through diplomacy, the ministry aims to prevent the nuclear program of the Democratic People’s Republic of Korea (DPRK) from worsening inter- Korean relations.

The ministry anticipates a virtuous cycle, in which improved inter-Korean ties help denuclearize the peninsula and the denuclearization efforts help enhance inter-Korean relations further.

South Korea proposed to hold a dialogue in January with the DPRK to discuss all issues of mutual concern, but Pyongyang kept mum about it.

Seoul plans to deter the DPRK from conducting the fourth nuclear test, by strengthening strategic cooperation with China and the United States. Pyongyang detonated atomic devices in 2006, 2009 and 2013.

For the deterrence, South Korea will make aggressive efforts to resume the long-stalled six-party talks, which involve China, the United States, Russia and Japan as well as the two Koreas. It was initiated in Beijing in August 2003 but has been halted since December 2008.

The DPRK offered to temporarily suspend nuclear tests if the United States halts joint annual military exercises with South Korea this year, but Washington refused it.







>>  Japan urged to be cautious with China-India territorial disputes

China called on Japan to “speak and act cautiously on China-India territory disputes”, Foreign Ministry spokesman Hong Lei said on Monday of January 19.

Japanese Foreign Minister Fumio Kishida over the weekend said that Japan was ready to invest in infrastructure projects in India’s landlocked northeast. He said that the projects would not be in the state of Arunachal Pradesh, but Japan did refer to it as Indian territory.

China has lodged serious representations over such remarks and demanded Japan clarify its stance to mitigate any negative effects, Hong said at a daily news briefing.

“Japan has made a clear public statement that it takes no position on, and will not get involved in, territorial disputes between China and India,” Hong said.

China’s stance on the disputed area on the eastern part of the China-India border is consistent and clear, he said.

China and India are seeking a fair, just and mutually acceptable solution on the border issue through a special representative mechanism established in 2003.

“We hope Japan can fully understand the sensitivity of China-India border issues and respect the efforts that both sides have taken to resolve the disputes through negotiations,” the spokesman added.

Arunachal Pradesh, which includes three areas in Tibet Autonomous Region — Monyul, Loyul and Lower Tsayul, is currently under Indian illegal occupation.

The Chinese government’s stance on these areas, located between the illegal “Mcmahon Line” and the traditional customary boundary between China and India, is that they have always been Chinese territory.

The vessels are CCG 2305, 2306 and 2102. China has been conducting patrols on a regular basis.

The upcoming World Economic Forum (WEF) Annual Meeting 2015 in Davos is looking forward to knowing more about the latest opportunities offered by China, which plays a greater and greater role as a driver for global economic growth, experts said.

Development of China, which is undergoing a slowdown in economic growth, has caught lots of attention from Davos due to its impact at the global stage. Some experts believed China will continue generating opportunities to the world economy.

Fredrik Erixon, director of the European Center for International Political Economy (ECIPE), noted that China is an important engine of the world economy, and the more China reforms its economy, the greater its contribution to the world economy will be.

“China is going through a structural growth slowdown, but it is an anticipated slowdown and one that is largely controlled by economic and political authorities,” Erixon said.

Talking about a new role of China at the global level, Deputy Italian Economic Development Minister Carlo Calenda said China is getting a more mature role in world trade now than in the past, and this is a very reason he pushed for the start of Free Trade Agreement (FTA) negotiations with China when he chaired a EU trade ministers’ meeting in November 2014 in Brussels.

Calenda made his remarks in an interview with Xinhua before the upcoming WEF meeting, scheduled for Jan. 21-24 at Davos in southeastern Switzerland which will explore solutions to major world challenges under the theme “The New Global Context.”

Calenda underlined again the positive role China is playing in the world, saying that China is playing a more constructive role in the world governance.

On the role of China as investment partner, the Italian deputy minister said that “on bilateral relations between Italy and China, Chinese investment are growing and the cooperation with China is becoming increasingly positive.”

As investment is a key point for the world economy, many experts found various initiatives from China. In a latest WEF report called Global Risks 2015, experts highlighted that China, together with Brazil, Russia, India and South Africa, have set up a new development bank.

Meanwhile, together with other countries, China created the Asian Infrastructure Investment Bank for the Asia-Pacific region.

China has played a more and more important regional role to impact the world, as highlighted and praised by the WEF report which noted: “Much as a retreat from global multilateralism is worrisome, stronger regional multilateralism is not necessarily a bad thing, as regional solutions to regional problems can be consistent with global governance structures.”

On the outlook of China’s economy, Klaus Schwab, founder and executive chairman of the WEF, has said that China is attracting more and more global attention given its growing weight in global matters and reaffirmed his optimistic expectations on China’s economy.

Schwab made the remarks in a written interview with Xinhua and reiterated his optimistic expectations on the outlook of China’s economy.

“Even with 7 percent growth — the government’s target for 2015 — China is likely to remain the largest contributor to global economic growth. That is impressive, considering many of China’s key trade partners, including Europe and Russia, are experiencing sluggish growth. It is also a sign of the strength of China’s growing internal demand,” said Schwab.

Nariman Behravesh, chief economist at the consulting firm IHS, expects to see more stimulus, noting China has taken actions to avoid economic hard landing and “the Chinese government is in a balancing act of trying to squeeze out some of the excesses of the debt-fueled property and industrial capacity expansion.”







>>  Chinese premier to boost economic confidence at Davos

Chinese Premier Li Keqiang is expected to deliver a clear message of confidence in the Chinese economy at Annual Meeting 2015 of the prestigious World Economic Forum (WEF) to be held in Davos, Switzerland later this week.

Li is leaving for the ski resort of Davos on Tuesday of January 20 to join the movers and shakers of the world for their annual brainstorming.

When he takes the floor at a plenary session on Wednesday, all eyes will be fixed on the clues he may provide on the health of the world’s second largest economy as the global recovery remains fragile.

Confronted with rising threat of terrorism in Europe, heightened geopolitical tension in Ukraine and a possible replay of the euro crisis, the global economy is facing strong headwind despite lower oil prices.

The World Bank cut its projections for the global economy last week, forecasting that China will see its growth rate further down from 7.4 percent in 2014 to 7.1 percent this year, the lowest in more than two decades.

It was feared that the once world’s growth engine may lose steam, leaving room for reemergence of “China Collapse” warning, which sounds familiar and repeatedly proves wrong.

“The premier is expected to reiterate confidence in the Chinese economy despite the slowdown, which remains in a reasonable range and is a natural result of deepened reforms,” a source close to the central government said, “There are downward risks, but China has enough policy room and there is no need to be pessimistic.”

“He will also give a detailed assessment of the new reform measures implemented in the drive for China’s economic transformation, rebuffing those gloomy views about the Chinese economy,” the source added.

The year of 2014 was dubbed as the beginning of a new round of comprehensive reforms in China, marked by a carefully-managed slowdown from previous high-speed growth and a fundamental shift of the development mode, with more emphasis laid on efficiency and growth quality.

“The Chinese economy has entered a state of new normal. The whole world is attentive to the interpretation of the Chinese leader on the country’s future growth,” Ding Yifan, a scholar with China’s Development Research Center of the State Council, said.

“The Davos forum is an appropriate place for Premier Li to expound on China’s confidence,” he said.

“The growth and stability of the Chinese economy will bring more confidence to the world as well,” he added.

Ding said that this year will see an “explosion” of economic reforms in China, which are meant to enable the Chinese economy to embark upon a path of more sustainable development.

“We will see more reform measures and more achievements,” he said.

Klaus Schwab, founder and executive chairman of the WEF, also sounded optimistic about the outlook of the Chinese economy in a recent interview with Xinhua.

“Even with 7 percent growth — the government’s target for 2015 — China is likely to remain the largest contributor to the global economic growth. That is impressive, considering many of China’s key trade partners, including Europe and Russia, are experiencing sluggish growth,” said Schwab.

According to the International Monetary Fund (IMF), China’s contribution to the global newly-added GDP was 27.8 percent in 2014.

“China has not only been a stabilizer in the global economy, but also a main power engine since the international financial crisis,” a senior researcher with the China Institute of Contemporary International Relations said.







>>  Premier Li’s Swiss visit to boost bilateral ties to new level: ambassador

Chinese Premier Li Keqiang’s upcoming presence at the annual meeting of the World Economic Forum (WEF) and visit to Switzerland will promote ties to a new level, Xu Jinghu, the Chinese ambassador to Switzerland, told Xinhua in a recent interview.

Premier Li will pay his second visit to Switzerland since taking office, highlighting the great importance China attaches to the development of bilateral relations, Xu said.

During the visit, the Chinese premier will hold bilateral talks with President of the Swiss Confederation Simonetta Sommaruga.

The two leaders will exchange views on bilateral ties and regional issues of common concern, and outline the road maps for future development of bilateral relations.

The two sides aim to reach important consensuses within areas of finance, trade, scientific research, food and pharmaceutical industry, and announce a new series of cooperation initiatives.

Xu said that in recent years the two countries have been maintaining high-level friendly cooperative relations, with frequent official exchanges and deepened cooperation in various fields.

Switzerland has became China’s first free trade partner in the world’s 20 leading economies and Europe, since the Sino-Swiss Free Trade Agreement (FTA) came into effect in July 2014.

Xu added China is Switzerland’s largest trade partner in Asia over the past years, while Switzerland ranks as China’s fifth largest trade partner in Europe.

According to statistics, bilateral trade rose steadily and trade structure further optimized in recent years. From January to November 2014, bilateral trade volume reached 38.86 billion U.S. dollars. At the same time, two-way investment has become a new growth point in Sino-Swiss economic and trade cooperation, she said.

With the rapid development of bilateral relations, the two countries have also witnessed growing social and cultural exchanges, Xu said, with interest for China and the Chinese language continuing to increase in Switzerland.

“Sino-Swiss relations are standing at a new starting point, facing new opportunities for development,” she highlighted.

Xu said Premier Li’s visit is a prelude for 65 anniversary of establishment of Sino-Swiss diplomatic relations, will play an important role in consolidating the traditional friendship, enhancing mutual understanding and political trust, as well as raising the levels of pragmatic cooperation between the two countries.

“Looking at the old photos, I found that China and Vietnam have been cooperating closely for many years, not only politically but also culturally, just like brothers in a family,”Lin Min, a Chinese student who is studying Vietnamese at a University in Hanoi, told Xinhua on the occasion of a photographic exhibition to celebrate the 65th anniversary of the establishment of diplomatic ties between China and Vietnam, held here on Monday of January 19. “The exhibition is of great significance on the occasion of the 65th anniversary of bilateral diplomatic ties,”Lin said.

Nearly 120 photos and artifacts showing the friendship between China and Vietnam over the past 65 years are on display at the Ho Chi Minh Museum in Hanoi.

Among those are photos of President Ho Chi Minh and Chinese leaders and dignitaries, photos showing the support of China in Vietnam’s struggle for national independence and the visits of high-ranking leaders from both countries, as well as images showing bilateral cooperation in many areas over the past years.

Addressing the opening ceremony of the exhibition on Monday, Vuong Duy Bien, Vietnam’s Deputy Minister of Culture, Sports and Tourism,said the exhibition is a cultural activity with great significance in contributing to strengthening and developing the relations between the two countries, for the prosperity of both sides and peace and stability in the region and the world. “Vietnam and China are two neighbors which have a traditional friendship shaped by late Vietnamese President Ho Chi Minh and Chinese leader Mao Zedong. Chinese Ambassador, Hong Xiaoyong, for his part, said at the opening ceremony that the photos and artifacts at the exhibition showcase significant historical moments of the countries’ bilateral relations over the past 65 years, from politics and economics, to culture and education. “I hope that through the exhibition, people will learn more about the path that China and Vietnam have trodden together over the past 65 years, that has seen both countries nurture and safeguard such an important bilateral union,”Hong said.

China is willing to work with Vietnam to further promote the traditional friendship, strengthen exchanges, enhance mutual political trust and deepen pragmatic cooperation, Hong said.

“I believe that with joint efforts of the two sides, the comprehensive strategic cooperative partnership between China and Vietnam will be further developed, bringing benefits to both peoples.”

Tran Thi Thu Ha, 22, a Vietnamese student told Xinhua that through the photos, she found that Vietnam and China have been friends since the time Vietnam was suffering great difficulties historically. “People often say that a friendship between those who help each other in times of difficulty will be the most durable relationship. After many years, the relationship between Vietnam and China has progressed well,”said Ha, adding that she hoped that the relationship between the two countries would continue to deepen and progress.

Similarly, Pang Miaojie, a Chinese student in Vietnam told Xinhua that”China and Vietnam have a long traditional friendship and despite ups and downs, the relations between the two countries and its peoples will be further promoted.”

China became the first country to establish diplomatic ties with Vietnam on January 18, 1950.







>>  Air Arabia set to launch direct fights to NW Chinese city

Air Arabia, the largest budget carrier in the Middle East, said on Monday of January 19 it will launch its first direct flights from the United Arab Emirates (UAE) city of Sharja to the northwestern Chinese city of Urumqi on Feb. 10.

The company said that with the new move it would be the first budget carrier in the Middle East to organize flights to the biggest East Asian nation.

Founded in 2003, Air Arabia serves 100 routes with 40 Airbus A320 aircraft.

“The Chinese aviation sector has witnessed tremendous growth in recent years and we are delighted to be the first low-cost carrier from the Middle East and North Africa region to play an important role in this incredible story,” said Air Arabia’s Chief Executive Officer Adel Abdullah Ali.

“With a large population, strong economy and vibrant cultural scene, Urumqi represents an exciting Chinese destination for us and we hope to add more routes over time,” the group’s CEO added.

Air Arabia is scheduled to operate three flights a week to Urumqi from its main hub in Sharjah.

“We have had our eye on the Chinese market for some time and are now ready to begin regular services to one of the world’s great economies,” said Ali.

>>  China’s energy giant willing to cooperate in Arctic resources extraction

China’s energy giant PetroChina is willing to engage in cooperation in extracting oil and gas as well as other natural resources in the Arctic region, said a high-ranking official of the company on Monday of January 19.

Sun Xiansheng, president of the CNPC Economics and Technology Research Institute, made a presentation on Monday afternoon at the 2015 Arctic Frontiers conference, which runs from last Sunday to Friday.

PetroChina, which has oil and gas investment in 35 countries, has already involved itself in the Arctic through holding a 20 percent share in the Yamal LNG project, a joint venture with Russia.

“The development of Arctic resources requires joint efforts of all countries,” Sun told a packed conference hall. “PetroChina is willing and able to participate in Arctic oil and gas cooperation to better promote the development of Arctic resources,” said Sun.

It was the first time in many years that a Chinese company of this size was represented at the Arctic Frontiers conference, a meeting place for policymakers, researchers and businessmen from the Arctic Council member countries and observer nations to discuss the Arctic-related issues.

The theme of this year’s conference, the ninth one, was climate and energy.

The Arctic region is abundant with oil and gas resources.

The U.S. Geological Survey came out with an evaluation in 2008, showing that the oil and gas resources in the Arctic amounts to 56.4 billion tons of oil equivalent, or about 22 percent of the global oil and gas resources awaiting development.

PetroChina is China’s largest oil and gas producer and supplier with assets worth 2.342 trillion RMB yuan (about 378.4 billion U.S. dollars) at the end of 2013, ranked No. 3 in the World’s Top 50 Oil companies in 2014 by the Petroleum Intelligence Weekly.

With a goal for zero accidents zero pollution and zero casualties, the Chinese oil company always puts an emphasis on safety, environment and health and tries its best helping the local communities where it is present, Sun said.

Apart from being a job creator for the local people, PetroChina also builds road, hospitals and schools in the countries where it operates.

China, over the years, has strengthened cooperation with Arctic countries in various fields.

On April 20, 2012, China and Iceland signed a framework agreement on Arctic cooperation.

During the APEC meeting in Beijing last year, China and Russia signed a number of cooperation agreements.

All these provide PetroChina with a good foundation for forging cooperation ties with partners from other countries, Sun said.

>>  Chinese naval escort fleet visits Germany

The 18th Chinese naval escort fleet arrived on Monday of January 19 in the German port city of Hamburg for a good will visit to Germany.

This is the second visit paid by Chinese naval ships to Germany following the previous one in 2001.

The escort fleet, comprising of the amphibious landing ship Changbaishan, the frigate Yuncheng and the supply ship Chaohu, was welcomed by more than 700 people after its arrival in the Hamburg port at noon on Monday, including Chinese Ambassador to Germany Shi Mingde, representatives of Germany-based Chinese and overseas Chinese students as well as German naval officers and sailors.

Rear Admiral Zhang Chuanshu, deputy chief of staff of the South China Sea Fleet of the Chinese People’s Liberation Army Navy and commanding officer of the 18th Chinese naval escort fleet, said during a welcome ceremony that the visit was of great importance to deepen mutual understanding and cooperation with the German Navy, and to further enhance the friendship between China and Germany as well as the two navies.

During their five-day stay in Hamburg, Chinese naval soldiers are expected to pay visits to the Navy Memorial and military academies in the city. They will also conduct exchanges with the German side on training, escort missions, and counter-piracy operations.

In addition, the visiting Chinese naval ships will be opened to the public during the visit.

The 18th Chinese naval escort fleet has began its Europe visit after wrapping up in December a 4-month escort mission in the Gulf of Aden and Somali waters. It has provided escort for a total of 135 Chinese and foreign ships in 48 batches.

Hamburg is the second stop of the escort fleet’s visit after Britain. The trip will also take it to the Netherlands, France and Greece.

The Chinese Embassy in Guinea Bissau has been chosen by a local Guinea Bissau newspaper “Donos da Bola” as the 2014 best performing diplomatic representation in the country.

“Donos da Bola” which is one of the most read newspapers in the country, said the embassy was chosen because of its contribution to training of journalists and support in the prevention of Ebola virus.

“China has always been on the side of Guinea Bissau, even during very difficult times,” the newspaper’s spokesman said during a ceremony held in Bissau in the presence of Guinea Bissau government officials and China’s ambassador Wang Hua.

The newspaper recalled that in 2014, China had offered support to Guinea Bissau’s health system and supplying cereals to rural people.

In the last five years, tens of Guinea Bissau journalists from both private and public media have undergone training in China.

The Chinese ambassador reiterated China’s commitment to continue supporting Guinea Bissau’s development.

“The Chinese government is ready and willing to help Guinea Bissau to overcome some of its difficult challenges,” Wang affirmed.







>>  Chinese, Nigerian firms to cooperate on reviving steel plant

A consortium of Chinese and Nigerian firms was to revamp the Ajaokuta Steel Plant in central Nigeria with projected annual production of 2 million tons of steel within the first two years of takeover.

The Chairman of Henan Taihang Quanli Heavy Industry Group, Huang Quanli, revealed this in Abuja on Monday of January 19 at the public presentation of the consortium.

He said a consortium, made up of Total Steel Ltd of Nigeria and Henan Taihang Quanli Heavy Industry Group, was formed to take over and deliver quick results in steel production in the long suspended plant.

“We have visited the Ajaokuta Plant and we are impressed with the condition of equipment, which has been well preserved over the 30 years of non-productivity,” said Huang, adding Ajaokuta Steel Plant has met all the required standards of a steel plant but “regrettably the plant is wasting due to non-completion.”

“If given the chance to invest in the plant, we promise that within a few years, Nigeria will become self-reliant and export all sorts of steel products to neighboring countries,” he said.

Huang said that revamping the company would enhance Nigeria’s new automotive and industrialization policies.

Also, the Chairman of Total Steel Nigeria, Hussaini Abdulrahman, said the company had vast experience in steel manufacturing spanning 30 years.

He said it currently owned a steel plant and a substantial upstream coal and iron ore resources all within a 50 km radius of Ajaokuta Steel Plant.

Abdulrahman said the project would not only reduce importation of steel but generate employment and skills acquisition in the country through the exploration and mining of coal, iron ore and limestone.

>>China asks Myanmar to protect nationals’ safety: FM spokesman

China has requested that the Myanmar government protect the safety and legitimate rights of Chinese nationals who were arrested over illegal logging, a Foreign Ministry spokesman said on Monday of January 19.

A total of 146 people, including 126 Chinese nationals, were arrested in raids on illegal logging that began Jan. 4 in Myanmar’s conflict-stricken northern Kachin State, according to state media reports.

The Myanmar side attaches great importance to China’s concerns and will ensure the proper and humane treatment of the Chinese detainees, Spokesman Hong Lei told a regular press conference.

The Chinese embassy and consulate in Myanmar will pay visits to the detained nationals and provide them with necessary consular assistance, he said.

According to Global Times, hundreds of Chinese citizens were among 2,000 civilians trapped by fighting that started Jan. 15 between government troops and the rebel Kachin Independence Army (KIA) in Kachin State, which borders southern China.

The Chinese nationals include jade dealers, gold miners and loggers, the report said.

Hong said the Foreign Ministry is in the process of confirming the situation in northern Myanmar.

A Chinese consular working group arrived at Myitgyina, capital of Myanmar’s northernmost Kachin state, on Monday of January 19, to carry out consular protection services for Chinese citizens detained for entering Myanmar to conduct logging.

The group will also carry out investigation over the report on the trap of some Chinese citizens in Kachin state amid armed clashes.

According to Myanmar media report, about 100 Chinese citizens were detained for alleged smuggling of timber in a crackdown by Myanmar military in the state.

They were jailed at the Myitgyina Prison, reports said.

Regarding whether some Chinese citizens were trapped in Kachin state in the battle as well as their exact figure, Myanmar official told Xinhua that it is still unclear due to inaccessibility of transport and communication to the region.

However, the official expressed concern over the situation in the northern state, saying that it will speed up verification of the information.

The Kachin Independence Army (KIA) on Monday freed three abducted Myanmar police officers and handed over them to the peace mediator to be transferred to the government side, according to a member of the mediator.

U Lamai Gum Ja, member of the Peace Talks Creation Group (PCG), told Xinhua over phone that the freed three police officers are on the way to Phakant, the battlefield of the two sides, to be transferred to the government side.

According to the Kachin media, sporadic armed clashes between the Myanmar government troops and the KIA continued on Monday.

The clashes between the two sides broke out last Thursday following the ambush by KIA on a convoy of Kachin state transport minister U Kamann Du Naw on Wednesday on a highway in the area.

Although the minister was freed and allowed to proceed after being questioned, three police officers, who escorted the minister, were abducted.

China’s demand for coal from the Australian state of New South Wales (NSW) soared more than 22 percent over the last financial year, according to a new report released on Monday of January 19.

New export data released by Coal Services reveals that in 2013- 14, NSW coal exports rose by nearly 8 percent from 155 million tonnes to 167 million tonnes.

The results show Asia is still hungry for Australian coal, with demand from South Korea rising 8.7 percent and demand in Japan up 1.7 percent.

China’s demand for NSW coal has increased by 22 percent over the last financial year.

NSW Minerals Council chief executive officer Stephen Galilee said the results showed that coal was still a key export for the state, despite reports that demand for the resource was waning.

“Coal is our state’s most valuable export commodity so it’s good news for the NSW economy that demand for coal is growing steadily across all our main export markets,” Galilee said.

Japan accounts for 43 percent of NSW coal exports, followed by China with 23 percent and South Korea with 16 percent.

Moody’s said in a report on Monday of January 19 that overall credit profile of Chinese banks would be largely stable over the next 12 to 18 months.

The outlook “reflects that the developments in monetary policy,

financial supervision and market reform will help stabilize banks’ operating environment, liquidity and capital, but could also pressure profitability, asset quality and support assumptions,” said Christine Kuo, Senior Credit Officer at Moody’s.

The rating agency said recent shifts towards more accommodative monetary and credit policies would help arrest the decelerating trend in the credit cycle and maintain broad credit growth in the range of 15 percent to 20 percent. Bank credit was estimated to grow in the range of 10 percent to 15 percent.

The banks’ funding and liquidity positions should improve, given the central bank’s stance on liquidity, Moody’s said.

However, according to the rating agency, profitability would come under pressure because of narrowing net interest margins, deregulation, and low growth in fee income as a result of tighter supervision of wealth management and regulatory limits on fees for banking services.

On the banks’ capital positions, Moody’s expected slower internal capital generation on lower lending profitability and higher credit costs, but most banks will maintain capital ratios by managing credit growth.

A new foreign investment law will ease restrictions on foreign investors and grant them easier access to the Chinese market, the Ministry of Commerce (MOC) said on Monday of January 19.

Overseas companies will receive pre-establishment national treatment and the current troublesome case-by-case approval system be replaced by “negative list” management, if the new law is passed.

Foreign investment on the “negative list” will have to apply for permission, but all investors must “report” investment to the government no matter whether they are on the list or not.

The “negative list” for foreign investment was introduced in the China (Shanghai) Pilot Free Trade Zone in September 2013. Since then, authorities elsewhere have been eager to replicate the system.

According to the new law, enterprises will not be regulated based on their ownership but on “who is in control”. Foreign enterprises on the Chinese mainland that are controlled by overseas investors will be considered foreign while those controlled by Chinese investors will be regarded as such.

The MOC is soliciting public opinion on the law.

Sun was appointed head of the United Front Work Department in late December, replacing Ling Jihua, who was removed from office after the CPC’s discipline agency announced an investigation into him for “suspected serious disciplinary violations.”

China has eight non-communist political parties that participate in state affairs under the leadership of the CPC. Under the multi-party cooperation system, the CPC and non-communist parties work together and supervise each other.







>>  Forty-nine corruption suspects brought back by Chinese prosecutors

A total of 49 fugitive suspects of corruption and other duty-related crimes were returned to China from overseas by prosecutors nationwide in 2014, an official of the Supreme People’s Procuratorate (SPP) said on Monday of January 19.

Xu Jinhui, the SPP’s anti-bribery head, told a press conference the fugitives were persuaded back or arrested from 17 countries and regions, including the United States, Britain and Canada.

Among them, 16 cases involved more than one million yuan (about 160,771 U.S. dollars) and four involved more than ten million yuan, according to Xu.

Of the 49 suspects, three had been on the run for more than a decade including one for 23 years, he said.

A suspect, surnamed Zheng, former deputy head of a subbranch of the Harbin Branch of the Industrial and Commercial Bank of China, fled to Russia after embezzling 600,000 yuan in 1990. Zheng was arrested on Dec. 10, 2014 through cooperation between procuratorate and public security department of Heilongjiang Province, according to Xu.

Xu said that 36 suspects turned themselves in due to persuasion by family members or significant contacts, accounting for 73.5 percent.

A bribery suspect, surnamed Zhang, was persuaded back by her husband, former head of Jilin Provincial Office of State Administration of Taxation, who had been under investigation for bribery, and returned 35 million yuan that had been transferred to the U.S.

Xu urged suspects of duty-related crimes who are still at large to make the right choice.

The SPP launched a half-year campaign targeting fugitive suspects of corruption and other duty-related crimes, which started from October.

Zhang took the bribes to seek benefits for others when he served as the Communist Party chief of Liaozhong County and the procurator of the Shenyang municipal procuratorate.

All his personal assets and illegal gains were confiscated.






>>  China’s state-assets manager gets even tougher on graft

Corruption remains a big problem at China’s state-owned enterprises (SOEs) with 154 officials suspected of graft last year, the top state-assets authority said on Monday of January 19.

The cases were handed over to prosecutors and more than 900 million yuan (147 million U.S. dollars) of economic losses incurred were recovered, according to the State-owned Assets Supervision and Administration Commission (SASAC).

Commission chairman Zhang Yi said that corruption and other illegal practices such as embezzlement and the squandering of state assets are typical problems.

“From these cases, we can see that corruption is still out of control,” Zhang said at an anti-corruption conference targeting central government-administered SOEs in Beijing.

A total of 112 central SOEs are currently under the supervision of the SASAC.

“We must recognize that the war against corruption is a long-term task. We must maintain our determination and confidence in clamping down corruption,” Zhang said.

Jiang Jiemin, former head of the SASAC, was expelled from the Communist Party of China for serious discipline and law violations in June last year.

The closure of the sprawling Yuyuantan Pet Market, one of the largest of its kind in Beijing that covered more than 2,000 square meters, is the most recent market, within Beijing’s second ring road, to be forced to cease trading.

“Over the past few years, cool markets have slowly begun to disappear from Beijing’s downtown area. It is a pity that this one could not escape the same fate,” said one aquarist who had been a regular customer at the market for over two decades.

The municipal government, for its part, cited traffic and population pressures as the main drivers behind the closure of these markets. However, observers say this urban planning measure has its downside and will result in increased living costs for residents.

Gao Wei, secretary general of the Beijing Folk Custom Society, said those commercial tenants forced to vacate wholesale markets would have to open new stores and pay higher rental fees, which would eventually effect customers, as prices would increase.

“A city as big as Beijing should keep some of its low-cost business areas in the downtown area,” he said.

Beijing’s neighbors, including Hebei Province and Tianjin municipality have shown interest in welcoming Beijing’s ousted commercial tenants. But Gao said that Beijing was a more attractive location as they had established a network of patrons and were guaranteed a constant flow of human traffic.

Once a gray market notorious for selling copycat electronics, the Huaqiangbei mall in Shenzhen City, Guangdong Province, has become a paradise for innovators.

Technology enthusiasts from around the world have been flocking to Huaqiangbei shopping center, where all kinds of electronic components are sold.

These “makers,” as they’re known within a growing movement of do-it-yourself inventors, craftsmen, and tinkerers, turn their ideas into new devices, often with the help of 3D printers, robotics, and other advanced tools. For some, it is a full-time job, while others pursue their projects as a hobby.

Silvia Lindtner, a professor at the University of Michigan in the United States, said that at Huaqiangbei, makers can touch and feel different hardware components for inspiration and ideas.

Marcus Weyreuther, from Germany, has cooperated with Chinese partners to develop a thermometer that can measure temperature when connected to a smart phone. Thanks to the components sold at Huaqiangbei, Weyreuther’s invention has gone from a design to a real product.

Huaqiangbei is just one spot in China’s booming maker landscape. In addition to Shenzhen, the cities of Beijing and Shanghai have also become home to innovators and makers. Several maker communities such as Beijing Makerspace, Shanghai Xin Che Jian and Shenzhen Chaihuo Makerspace have formed in those cities.

During his visit to Chaihuo Makerspace earlier this month, Chinese Premier Li Keqiang said people with creative ideas should receive help to set up their own businesses.

Industrial insiders said the maker movement is based on traditional manufacturing and driven by creativity, and China’s booming manufacturing industry has created a solid foundation for maker culture.

Some companies are even turning to makers for cooperation. Foxconn Electronics, a Taiwan-funded supplier for Apple, has launched a factory, InnoConn, to manufacture products designed and invented by these innovators.

Leading household electrical appliances maker Haier Group has launched a maker laboratory to provide exhibition and exchange opportunities, project incubation and financial support for makers.

The innovation environment in China has also caught the eye of foreign maker projects. A hardware incubation project under the British venture capital firm SOSventure has set up an incubation center in Huaqiangbei, offering funds and guidance.

Despite the rapid development, makers in the country still have their complaints, since most Chinese factories are still using traditional production technology. Production costs are also comparatively high and the products usually have no price advantage when entering the market.

In order to overcome these obstacles, some makers have started their own businesses. The Shenzhen-based DJI Technology Co., Ltd., which specializes in producing unmanned aircraft, was founded by Wang Tao, who was a model plane enthusiast in college.

DJI has claimed over 50 percent of global market share in small unmanned aircraft, according to the company.

However, not all makers aspire to business success, and many just enjoy the process of creating. Ma Tianchi is dedicated to developing eyeglasses that can determine whether drivers are tired by recording their blinking rate.

As to his motivation, Ma said, “I just love the feeling of turning ideas into reality and being helpful to others.”

He said being a maker is a way of life. “It can push me to learn new things and help tap my creative potential. It has also taught me how to accept failures and to always keep trying,” he said.

Zhang Guoxin, director of Shenzhen Weina integrated circuit and system application research institute, said it is hard to predict to what extent makers will influence economic development. However, they are creating a culture that can inspire learning and creativity.

China has issued a guideline on the ideological work in colleges, which underscored their role as facilitators on the frontline of championing the concepts of Marxism, Chinese Dream, socialist core values and traditional culture.

Chinese experts emphasized safety when giving children medication as they called for improved healthcare for 20 percent of the national population.

More than one third of China’s deaf-mute children under the age of seven became deaf due to the improper use of antibiotics, the China Youth Daily quoted experts from China’s deaf children rehabilitation and research center on Monday of January 19.

China has more than 3,500 categories of drug products, with less than 60 for children’s use only, said the paper.

Many instruction booklets do not contain any information for children’s dosage, or only have descriptions like “children should use with caution” or “with a reduced amount,” it said.

Some Chinese parents were found to have considered their children “miniature adults” and would give them reduced amounts of adult medications. However, experts warned of adverse reactions when doing so.

The problem is partially attributed to the great shortage of pediatricians in China.

The country has only 68 children hospitals and 258,000 hospital beds for kids, lacking at least 200,000 pediatricians by developed nations’ standards, according to the Chinese Medical Doctor Association.

The State Council, China’s Cabinet, on Monday of January 19 approved a plan for better rural medical care by deploying more doctors in the countryside.

The plan will ensure that every 1,000 residents in the countryside have access to at least one doctor at their doorsteps. It will establish village medical institutions and purchase of medical equipment via public-private partnerships and government subsidies.

Rural doctors will get extra training for free, better further education opportunities and preference in their future careers, according to the plan. They will also receive higher pay and pensions.

A statement released after the State Council meeting promised to optimize the allocation of medical resources and offer to the general public an affordable, convenient and efficient medical service.

To do so, all counties in China will have at least one general hospital and a Traditional Chinese medicine (TCM) hospital. Trans-regional medical institutions will be tried in the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Pearl River Delta regions.

Private investment will be encouraged, while coordination between grassroots medical institutions and general hospitals at county level and above will be improved.

The campaign, which will run till the end of March, will see public security forces focused on the illegal manufacture, sales and smuggling of guns and explosives, and inspect work safety in national defense departments whose work involve guns and explosives.

Possession of guns by private individuals is illegal in China. The country has long maintained high pressure on gun-related crime and has mobilized the public to turn in illegal guns and explosives and report suspicions to the police.

According to the MPS, crimes related to guns and explosives fell by 3.6 percent and 15 percent respectively in 2014.

Deputy public security minister Huang Ming noted that there are still issues, noting that online purchases of guns and explosives and their delivery by courier services have become a prominent issue.







>>  30,000 Beijing couples apply for second child

More than 30,000 Beijing couples have applied to have a second child since the capital eased its one-child policy in February of last year, the Beijing Municipal Commission of Health and Family Planning said on Monday of January 19.

Of the 30,305 applicants, 28,778 were approved. The number is lower than the 50,000 expected, the deputy head of the commission, Zhong Dongbo, said at a press conference.

“A lot of couples who may have a second child have chosen not to have them this year, but this does not mean that they won’t have them in the future,” Zhong said. “Maybe they’re just not ready.”

“Economic cost,” “time cost” and “one child is enough” are believed to be the top reasons for not having a second child, Zhong added.

Beijing will still be prepared for an increase of 50,000 births every year. An extra 1,000 beds will be arranged in Beijing hospitals within three years, Zhong said.

The local authorities have been working to restore the desert to arable land, with a 191-km-long swath of forest set up on its eastern edge to prevent the desert from expanding.

A bonded zone in southwest China’s Guizhou Province has been approved by the State Council, China’s cabinet, the provincial government said on Monday of January 19.

Located in the Gui’an New Area, the zone will cover a total area of 2.2 square kilometers and will enjoy the same tax and foreign exchange polices as the Yangshan Free Trade Port Area, the country’s first bonded port established in Shanghai in 2005.

It will be the second bonded zone in the province. Another went into operation last month in the provincial capital of Guiyang.

The Gui’an New Area, with a planned area of 1,795 square kilometers, includes 22 townships in four counties of Guiyang and the neighboring city of Anshun. It is one of five new areas in the five-year plan for 2011-2015 to promote development in western regions.

Traffic within the province has been seriously affected, as large vehicles face travel limits on regular roads and some coach services were either canceled or delayed as a result of the expressway closures.

A runway at an airport in the provincial capital Shenyang was also closed for three hours on Sunday night. It reopened after snow was removed from the track.

The heavy snow has also dragged local temperature to a new low this year, with some region in the province expected to brave temperature as low as minus 24 celsius degree.
